"Board and search" sea rules likely had Beijing's sign-off: official

SHANGHAI/BEIJING (Reuters) - New Chinese regulations allowing police to board vessels deemed to be breaking the law off the southern island of Hainan were a provincial-level initiative, but Beijing likely signed off on them, an official said on Wednesday.

China is in an increasingly angry dispute with neighbors including the Philippines, Taiwan, Vietnam, Brunei and Malaysia over claims to parts of the potentially oil and gas-rich South China Sea and U.S. Ambassador Gary Locke said the United States was seeking clarification on the new rules.

China lays claim to almost the whole of the sea, which is criss-crossed by crucial shipping lanes.

The rules passed last week by Hainan island's provincial legislature were partly a response to an increase in Vietnamese fishing boats near the Paracel islands, which both countries claim, said Wu Shicun, head of Hainan's foreign affairs office.

Vietnam on Tuesday condemned China's claims as a serious violation of its sovereignty, and planned to set up patrols to protect its fisheries, accusing Chinese boats of sabotage.

Wu, who also heads the National Institute for South China Sea Studies, said the regulations were amendments to rules in place since 1999 and had been in the works for over a year.

"It was not (initiated by Beijing). Local law enforcement agencies started this," he told Reuters by telephone. But he added: "They definitely would have reported these upward. They'd definitely have sought opinions from the department in charge."

Tensions between China and the other claimants have flared since late November over these rules as well as China's new passports, which are imprinted with maps claiming sovereignty over the disputed territory.

NOT CONSISTENT

Nevertheless, Chinese and foreign policy experts have said the two issues were not likely to be connected. And they are skeptical as to whether the new provincial regulations in Hainan represent a tougher stance from the central government, despite a once-a-decade change in the ruling Communist Party's top leadership last month.

"It's not consistent with some sort of new policy, or a policy shift. There's no evidence that way," said Zhu Feng, a professor at Peking University.

The Hainan regulations appear to allow border police to board and search vessels deemed to be operating illegally in what China considers Hainan's waters, but the full text of the regulations has not been made public and questions remain.

"The U.S. government very much wants clarification of what these rules mean, how they will be interpreted by the Hainan government and marine enforcement agencies and the purpose of these rules," Locke told Reuters on the sidelines of an investment forum in Beijing.

"It is really unclear, I think, to most nations," Locke said. "First we need clarification of the extent, the purpose and the reach of these regulations."

Hainan, which likes to style itself as China's answer to Hawaii or Bali with its resorts and beaches, is the province responsible for administering the country's extensive claims to the myriad islets and atolls in the South China Sea.

"This is pointed at neighboring countries whose intrusions mainly around the Paracels are serious... In recent years more and more Vietnamese fishing boats have intruded into Paracel waters, and this is one aspect," Wu said.

"There was no (legal) basis for punishment before."

The rules would not influence the majority of ships passing through the South China Sea, he said.

"China's promises that foreign boats can enjoy freedom of navigation in the South China Sea aren't affected one bit by these new regulations, and they won't be affected by disputes in the South China Sea," he said.

U.S. Navy says has not lost drone over Gulf

DUBAI (Reuters) - No U.S. drone has been lost in the Gulf recently, a U.S. Navy spokesman said after Iran said on Tuesday it had captured a U.S. intelligence-gathering drone in its airspace in the last few days.

The Islamic Revolutionary Guards Corps (IRGC) said a ScanEagle drone was gathering information over the Gulf and had entered Iranian airspace when it was "captured".

"The U.S. Navy has fully accounted for all unmanned air vehicles (UAV) operating in the Middle East region. Our operations in the Gulf are confined to internationally recognized water and air space," a spokesman for U.S. Naval Forces Central Command in Bahrain said.

"We have no record that we have lost any ScanEagles recently."

Swirling storms on Saturn

ScienceDaily (Dec. 3, 2012) ? NASA's Cassini spacecraft has been traveling the Saturnian system in a set of inclined, or tilted, orbits that give mission scientists a vertigo-inducing view of Saturn's polar regions. This perspective has yielded images of roiling storm clouds and a swirling vortex at the center of Saturn's famed north polar hexagon.

These phenomena mimic what Cassini found at Saturn's south pole a number of years ago. Cassini has also seen storms circling Saturn's north pole in the past, but only in infrared wavelengths because the north pole was in darkness. But, with the change of the Saturnian seasons, the sun has begun to creep over the planet's north pole.

This particular set of raw, unprocessed images was taken on Nov. 27, 2012, from a distance of about 250,000 miles (400,000 kilometers) from Saturn.

The Cassini-Huygens mission is a cooperative project of NASA, the European Space Agency and the Italian Space Agency. Letterman, Hoffman, Zeppelin honored by Obama

WASHINGTON (AP) ? David Letterman's "stupid human tricks" and Top 10 lists vaulted into the ranks of cultural acclaim Sunday night as the late-night comedian received this year's Kennedy Center Honors with rock band Led Zeppelin, an actor, a ballerina and a bluesman.

Stars from New York, Hollywood and the music world joined President Barack Obama at the White House on Sunday night to salute the honorees, whose ranks also include actor Dustin Hoffman, Chicago bluesman Buddy Guy and ballerina Natalia Makarova.

The honors are the nation's highest award for those who influenced American culture through the arts. The recipients were later saluted by fellow performers at the Kennedy Center Opera House in a show to be broadcast Dec. 26 on CBS.

Obama drew laughs from his guests when he described the honorees as "some extraordinary people who have no business being on the same stage together."

Noting that Guy made his first guitar strings using the wire from a window screen, he quipped, "That worked until his parents started wondering how all the mosquitoes were getting in."

The president thanked the members of Led Zeppelin for behaving themselves at the White House given their history of "hotel rooms trashed and mayhem all around."

Obama noted Letterman's humble beginnings as an Indianapolis weatherman who once reported the city was being pelted by hail 'the size of canned hams.'"

"It's one of the highlights of his career," he said.

All kidding aside, Obama described all of the honorees as artists who "inspired us to see things in a new way, to hear things differently, to discover something within us or to appreciate how much beauty there is in the world."

"It's that unique power that makes the arts so important," he added.

Later on the red carpet, Letterman said he was thrilled by the recognition and to visit Obama at the White House.

"It supersedes everything, honestly," he said. "I haven't won that many awards."

During the show, comedian Tina Fey said she grew up watching her mom laugh at Letterman as he brought on "an endless parade of weirdos."

"Who was this Dave Letterman guy?" Fey said. "Was he a brilliant, subtle passive-aggressive parody of a talk show host? Or just some Midwestern goon who was a little bit off? Time has proven that there's just really no way of knowing."

Alec Baldwin offered a Top 10 reasons Letterman was winning the award, including the fact that he didn't leave late night for a six-month stint in primetime ? a not-so-subtle dig at rival Jay Leno.

Jimmy Kimmel, who will soon compete head-to-head with Letterman on ABC, said he fell in love with Letterman early in life and even had a "Late Night" cake on his 16th birthday.

"To me it wasn't just a TV show," Kimmel said. "It was the reason I would fail to make love to a live woman for many, many years."

For Buddy Guy, singers Bonnie Raitt, Tracy Chapman and others got most of the crowd on its feet singing Guy's signature "Sweet Home Chicago."

Morgan Freeman hailed Guy as a pioneer who helped bridge soul and rock and roll.

"When you hear the blues, you really don't think of it as black or white or yellow or purple or blue," Freeman said. "Buddy Guy, your blue brought us together."

Robert De Niro saluted Hoffman, saying he had changed acting, never took any shortcuts and was brave enough to be a perfectionist.

"Before Dustin burst on the scene, it was pretty much OK for movie stars to show up, read their lines and, if the director insisted, act a little," De Niro said. "But then Dustin came along ? and he just had to get everything right."

By the end of the night, the Foo Fighters, Kid Rock and Lenny Kravitz got the crowd moving to some of Zeppelin's hits at the Kennedy Center.

Jack Black declared Zeppelin the "greatest rock and roll band of all time."

"That's right. Better than the Beatles. Better than the Stones. Even better than Tenacious D," he said. "And that's not opinion ? that's fact."

For the finale, Heart's Ann Wilson and Nancy Wilson sang "Stairway to Heaven," accompanied by a full choir and Jason Bonham, son of the late Zeppelin drummer John Bonham.

Zeppelin front man Robert Plant and his bandmates John Paul Jones and Jimmy Page seemed moved by the show.

Meryl Streep first introduced the honorees Saturday as they received the award medallions during a formal dinner at the U.S. State Department hosted by Secretary of State Hillary Rodham Clinton.

Clinton said ballerina Makarova "risked everything to have the freedom to dance the way she wanted to dance" when she defected from the Soviet Union in 1970.

Makarova made her debut with the American Ballet Theatre and later was the first exiled artist to return to the Soviet Union before its fall to dance with the Kirov Ballet.

Clinton also took special note of Letterman, saying he must be wondering what he's doing in a crowd of talented artists and musicians.

"Dave and I have a history," she said. "I have been a guest on his show several times, and if you include references to my pant suits, I'm on at least once a week."

Egypt's top court shuts down, blames protesters

CAIRO (Reuters) - Protests by Islamists allied to President Mohamed Mursi forced Egypt's highest court to adjourn its work indefinitely on Sunday, intensifying a conflict between some of the country's top judges and the head of state.

The Supreme Constitutional Court said it would not convene until its judges could operate without "psychological and material pressure", saying protesters had stopped the judges from reaching the building.

Several hundred Mursi supporters had protested outside the court through the night ahead of a session expected to examine the legality of parliament's upper house and the assembly that drafted a new constitution, both of them Islamist-controlled.

The cases have cast a legal shadow over Mursi's efforts to chart a way out of a crisis ignited by a November 22 decree that temporarily expanded his powers and led to nationwide protests against him and his Muslim Brotherhood group.

The court's decision to suspend its activities appeared unlikely to have any immediate impact on Mursi's drive to get the new constitution passed in a national referendum on December 15.

Judges supervise voting in Egypt, and Mursi will need them to oversee the referendum.

But in a blow to the president, an influential body representing judges decided on Sunday not to oversee the vote, the state news agency reported. The Judges' Club's decisions are not binding on members, however.

Vice President Mahmoud Mekky said on Sunday he was confident the judges would perform that role, despite calls by Mursi's critics in the judiciary for a boycott.

Three people have been killed and hundreds wounded in protests and counter-demonstrations over Mursi's decree.

At least 200,000 of Mursi's supporters attended a rally at Cairo University on Saturday. His opponents are staging an open-ended sit-in in Cairo's Tahrir Square, the cradle of the uprising that toppled Hosni Mubarak in February 2011.

The National Salvation Front, an alliance of liberal, leftist and socialist opposition groups, called for protests in Tahrir Square on Tuesday against Mursi holding the referendum on what it branded an "illegitimate constitution".

Mursi and the Muslim Brotherhood, which propelled him to power in a June election, hope to end the crisis by pushing through the new constitution hastily adopted by the drafting assembly on Friday. The next day the assembly handed the text to Mursi, who called the referendum and urged Egyptians to vote.

"The Muslim Brotherhood is determined to go ahead with its own plans regardless of everybody else. There is no compromise on the horizon," said Hassan Nafaa, a professor of political science at Cairo University.

DEEP SUSPICION

Outside the Supreme Constitutional Court, Muslim Brotherhood supporters rallied behind the referendum date. "Yes to the constitution," said a banner held aloft by one protester. Chants demanded the "purging of the judiciary".

The interior minister told the head of the court that the building was accessible and that the protests were peaceful, according a statement from the ministry.

The protest reflected the deep suspicion harbored by Egypt's Islamists towards a court they see as a vestige of the Mubarak era. The same court ruled in June to dissolve the Muslim Brotherhood-led lower house of parliament.

Since then, several legal cases have challenged the legitimacy of the upper house of parliament and the 100-member constituent assembly that wrote the constitution.

Those against the upper house have focused on the legality of the law by which it was elected, while the constitutional assembly has faced a raft of court cases alleging that the way it was picked was illegal.

Mursi believes securing approval for the new constitution in a popular referendum will bury all arguments on the legality of the constituent assembly, as well as controversy over the text it worked through the night to finish on Friday.

It will also override the November 22 decree that drew concern from Western governments and a rebellion by sections of the judiciary. The decree shielded Mursi from judicial oversight.

While the Islamists' critics, including representatives of the Christian minority, have accused the Brotherhood of trying to hijack the constitution, investors appear to have seen Mursi's moves as a harbinger of stability. They were also relieved that Saturday's mass Islamist protest went off calmly.

The main stock market index, which lost a tenth of its value in response to Mursi's November 22 decree, rallied more than 2 percent when the market opened on Sunday.

"The events that took place through the weekend, from the approval of the final draft of the constitution and the president calling a referendum, gave some confidence to investors that political stability is on track," said Mohamed Radwan of Pharos Securities, an Egyptian brokerage.

OPPOSITION INFURIATED

But opposition parties have been infuriated by what they see as the Brotherhood's attempt to ram through a constitution that does not enjoy national consensus. Mursi's opponents warn of deeper polarization ahead.

Liberal figures, including former Arab League chief Amr Moussa, pulled out of the constituent assembly last month, as did Christian representatives.

The draft constitution contains Islamist-flavored language which opponents say could be used to whittle away human rights and stifle criticism. It forbids blasphemy and "insults to any person", does not explicitly uphold women's rights and demands respect for "religion, traditions and family values".

New York-based Human Rights Watch said the draft constitution protected some rights while undermining others.

The text limits presidents to two four-year terms, requires parliamentary approval for their choice of prime minister, and introduces some civilian oversight of the military - although not enough for critics. Mubarak ruled for three decades.

Mursi described it as a constitution that fulfilled the goals of the revolution that ended Mubarak's rule. "Let everyone -- those who agree and those who disagree -- go to the referendum to have their say," he said.

The Islamists are gambling that they will be able to secure a "Yes" vote by mobilizing their core support base.
